Why command words decide marks
The verb in the question tells you the type of answer. Writing a brilliant summary of the wrong task still loses marks.

How to use this while drafting
Put the command word at the top of your outline. Every paragraph should still serve that verb. If a section only describes and the verb is evaluate, rewrite it.
